Resumen Se pretende cuestionar desde un enfoque feminista la inclusión de las mujeres en la educación superior, específicamente en la Universidad Católica Luis Amigó-Medellín. Se recurre al diseño cualitativo y a la estrategia de revisión documental. Para el análisis de la información se hace uso de hermenéutica proporcionada por los feminismos jurídicos para comprender concepto de mujer que sirve de sustento a las normas y las decisiones institucionales. Para visibilizar la existencia de barreras de acceso, prejuicios, estereotipos ligados al género como construcción social y cultural que requieren ser atendidas por las instituciones en sus programas de bienestar a la hora de diseñar sus políticas de inclusión y permanencia en el nivel universitario.Abstract It is intended to question from a feminist perspective the inclusion of women in higher education, specifically at the Universidad Católica Luis Amigo-Medellín. Qualitative design and document review strategy are used. For the analysis of the information, use is made of hermeneutics provided by legal feminisms to understand the concept of women that serves as a basis for institutional norms and decisions. To make visible the existence of access barriers, prejudices, stereotypes linked to gender as a social and cultural construction that needs to be addressed by the institutions in their welfare programs when designing their inclusion and permanence policies at the university level.

Resumen La migración interna ofrece oportunidades en términos laborales, educativos y de bienestar. No obstante, también plantea desafíos en varios frentes, entre otras, para el acceso a los servicios de salud. Este artículo describe el acceso a los servicios de salud de una población que migra del departamento del Chocó a Medellín. Para ello, se aplicó encuesta telefónica a 392 personas afrocolombianas migrantes del departamento del Chocó a Medellín. La población que migra del Chocó a Medellín refiere barreras de diversos tipos para acceder a los servicios de salud, con mayor frecuencia, refieren barreras para acceder a los medicamentos, seguido de aquellas barreras para la autorización de procedimientos. De este modo, pertenecer al sistema general de seguridad social en salud no garantiza el acceso efectivo a los servicios. Es necesario la integración de las necesidades de salud de los migrantes internos en las políticas y estrategias nacionales de salud.Abstract Internal migration offers opportunities in terms of employment, education, and well-being. However, it also poses challenges on several fronts, including access to health services. This article describes access to health services for a population that migrates from the department of Chocó to Medellín. To this end, a telephone survey was applied to 392 Afro-Colombian migrants from the department of Chocó to Medellín. The population that migrates from Chocó to Medellín refers to barriers of various types to access health services; more frequently, they refer to obstacles to access medicines, followed by those barriers to the authorization of procedures. Thus, belonging to the general social security system in health does not guarantee adequate access to services. There is a need to integrate the health needs of internal migrants into national health policies and strategies.

Resumen La ciudad es uno de los escenarios en los que toman forma los compromisos asumidos por el Estado en el marco de los Objetivos de Desarrollo Sostenible (ODS), aquellos que la Agenda 2030 impuso a los gobiernos para articular sus fines, funciones e instrumentos de gestión con el fin de alcanzar la sostenibilidad. En ese contexto, este artículo tiene como propósito hacer un análisis crítico de la articulación entre la gestión del riesgo de desastres, el ordenamiento territorial y el derecho ambiental en la atención de los procesos de reasentamiento en el marco del derecho a la Ciudad para alcanzar la realización de los ODS en Colombia, bajo la premisa de la necesidad de la articulación jurídica y política de las decisiones que desde estos ámbitos se requiere para gestionar la vulnerabilidad de la población que afronta los impactos del cambio climático en las ciudades. Se empleó el modelo cualitativo, respaldado en el enfoque histórico hermenéutico y en el enfoque dogmático jurídico, además de seguir una interpretación sistemática. Se evidencia que, en el campo del derecho internacional, aunque no exista una normativa unificada y vinculante, si se han entregado las claves para la sistematización de los diferentes regímenes y la articulación institucional necesaria para plantear un encuadre conceptual del reasentamiento como medida de protección de derechos con claras obligaciones para las autoridades que permitan la realización de los ODS.Abstract The city is one of the scenarios in which the commitments assumed by the State in the framework of the Sustainable Development Goals (SDGs) take shape, those that the 2030 Agenda imposed on governments to articulate their purposes, functions and management instruments in order to achieve sustainability. In this context, the purpose of this article is to make a critical analysis of the articulation between disaster risk management, land use planning and environmental law in the attention of resettlement processes in the framework of the right to the City to achieve the SDGs in Colombia, under the premise of the need for legal and political articulation of the decisions required from these areas to manage the vulnerability of the population facing the impacts of climate change in cities. The qualitative model was used, supported by the historical hermeneutic approach and the legal dogmatic approach, in addition to following a systematic interpretation. It is evident that, in the field of international law, although there is no unified and binding regulation, the keys for the systematization of the different regimes and the institutional articulation necessary to propose a conceptual framework for resettlement as a measure for the protection of rights with clear obligations for the authorities that allow the realization of the SDGs have been provided.

Resumen El objetivo de este documento encuentra su base en la actuación de la mesa de seguridad del Estado de Chihuahua respecto a la implementación del término “seguridad interior” en Ciudad Juárez, Chihuahua, particularmente, ¿cómo afecta la ejecución de las diversas políticas públicas a la comunidad migrante? La metodología empleada consistió en un análisis documental sobre el desarrollo del concepto de seguridad interior, migración y la mesa de seguridad del Estado de Chihuahua, México. Es dable mencionar que el término de Seguridad Interior aún sigue en la indefinición, los principales resultados demuestran que existe una incertidumbre conceptual en donde las autoridades jurisdiccionales y políticas se encuentran inmersas, mismas que actúan bajo diversas consideraciones negativas hacia la comunidad migrante, es la relación de ambas variables en donde se encuentra el análisis desarrollado.Abstract The objective of this document is based on the actions of the Chihuahua State Security Committee regarding the implementation of the term "internal security" in Ciudad Juárez, Chihuahua, particularly, how does the execution of the various public policies affect the migrant community? The methodology used consisted of a documentary analysis on the development of the concept of internal security, migration and the security table of the State of Chihuahua, Mexico. It is worth mentioning that the term Internal Security is still undefined, the main results show that there is a conceptual uncertainty where the jurisdictional and political authorities are immersed, which act under various negative considerations towards the migrant community, is the relationship of both variables where the analysis developed is found.
